The Division I men's basketball oversight committee is expected to recommend that the NCAA allows all transfers to receive a waiver to play this season, sources told Stadium's Jeff Goodman.
The proposal will be presented at the next NCAA Division I Council meeting on Dec. 16. It's possible, though, a vote on the exception will take place beforehand, Goodman adds.
Student-athletes are normally required to sit out a season if they transfer before graduating.
Many key players are currently awaiting a waiver for immediate eligibility, including Oregon's LJ Figueroa and Memphis' DeAndre Williams.
In October, the NCAA granted an extra year of eligibility for all winter sports athletes.
