The 6-foot-3, 259-pounder earned first-team All-Big Ten and unanimous All-American honors this season. He was also named the Big Ten conference's Defensive Player of the Year.
Carter owns 39 tackles for loss, 22 sacks, an interception, 12 deflections, and five forced fumbles in 41 career games.
The Philadelphia native played through a shoulder injury in his last collegiate game, a 27-24 loss Thursday to Notre Dame in the Orange Bowl. He posted five total tackles, a sack, and two tackles for loss.
Carter is widely expected to be an early first-round pick in April's draft.
