Dolphins' Philbin refuses to back Tannehill as starter

Miami Dolphins head coach Joe Philbin refused to back Ryan Tannehill as his starting quarterback when asked Monday if a change at the position was a possibility.

"We're going to get our 46 best players in the game," Philbin responded to a question about whether he would consider starting backup Matt Moore.

Asked to clarify if that means making a change at quarterback ahead of the Dolphins' game against the Oakland Raiders on Sunday, Philbin would only say his game plan has yet to be determined

Now in his third season as a pro, Tannehill is 70-for-124 (56.5 percent) for 624 yards, four touchdowns and two interceptions through three games this season. Questions about the former No. 8 overall draft pick's failure to develop as a passer have followed him, and they got significantly louder after he completed fewer than half of his pass attempts against the Kansas City Chiefs on Sunday.

In a media session following Philbin's, Dolphins offensive coordinator Bill Lazor was much less noncommittal on his quarterbacks. Asked if he has any doubts Tannehill will start in Week 4, Lazor said simply "no."
